Congressman Tim Griffin of Oklahoma reports that 41% of the people who received those "free" Obama phones did not meet the low-income eligibility.

And many of the people receiving the phones are deceased, according to Rep. Griffin.

The program costs $2.2 billion.

Talk about waste and fraud in the federal government.
