Pennsylvania 'surplus' grows to $540 million

Although the state is saddled with a $4 billion debt left by former Gov. Ed Rendell, Pennsylvania has collected $540 million more than anticipated with one more month to go in the current fiscal year.

Democrats want to spend every penny of the windfall, but then again, isn't that how we got into the currrent fiscal hole in the first place?
